Following the terrorist attacks of 9/11, the National Network of Fusion Centers were created to serve as the primary focal points for the receipt, analysis, gathering, and sharing of threat-related information among federal, state, local, tribal, territorial and private sector partners. The fusion center concept is integral to the Department of Homeland Security’s (DHS) strategic initiative for information-sharing all across the nation.
The Delaware Valley Intelligence Center (DVIC) under the institutional umbrella of the Philadelphia Police Department serves as the regional fusion center and utilizes a collaborative and proactive approach to forecasting, preventing and/or responding to all-threats, all-hazards and major events. When an incident with criminal and terrorist implications occurs overseas or on U.S. soil, it is our utmost responsibility to insure that our public and private sector partners have accurate and timely information in an effort to protect our communities and critical infrastructure. The DVIC’s mission continues to enhance regional coordination, assist in deconfliction efforts, and provide a centralized, comprehensive, multi-agency information and intelligence-sharing network.
Using state-of-the-art technology, this cooperative intelligence center assists the public and private sector, in better identifying emerging crime trends, terrorism threats and potentially dangerous weather conditions throughout Philadelphia and the greater metropolitan area. The DVIC provides intelligence analysis and a wide range of information sharing and support services to law enforcement, first responders, emergency management, governmental agencies and the private sector.

The DVIC’S area of responsibility (AOR) consists of 12 counties across four states that border the Delaware River. The DVIC’s primary AOR is made up of five Pennsylvania counties – Bucks, Delaware, Chester, Montgomery and Philadelphia. The DVIC also supports the following counties in collaboration with their state and or regional fusion centers – New Castle County, Delaware; Cecil County, Maryland; and Burlington, Camden, Cumberland, Gloucester, and Salem counties in New Jersey.
The Delaware Valley Intelligence Center (DVIC) and the Real-Time Crime Center serve as the fusion center within the Philadelphia Police Department Intelligence Bureau. Collectively, these units support the mission of the fusion center, which includes information and intelligence sharing and intelligence analysis. The mission is accomplished through collaboration with city, state and federal agencies as well as private sector entities.
The RTCC serves as the 24/7/365 watch center for the Philadelphia Police Department (PPD) and the region. The RTCC plays a critical role in the receipt of information and requests. The RTCC functions as the main intake point for Requests for Information (RFIs) from the PPD and all partners. In addition, this unit manages the tips & leads, video camera and automated license plate reader (ALPR) programs and produces real-time reports such as the Incident Analysis reports on shootings.
DVIC supports the mission of the fusion center through various operational support and analytic functions. These functions include processing of RFIs, managing the Suspicious Activity (SAR) and Terrorist Screening Center (TSC) programs, information sharing, production of analytic products to include Special Event Risk Assessments and Snapshots, Officer Awareness bulletins and Situational Awareness bulletins. The information sharing and production of analytic products are focused on the identified mission areas of the DVIC - Terrorism, Drug Trafficking, Human Trafficking, Cyber and Critical Infrastructure/Key Resources.
Another key role of the DVIC is as a member of the National Fusion Center (FC) Network. As one of 79 fusion centers nationwide, the DVIC has an integral role in the coordination with other fusion centers. As the regional fusion center for the Philadelphia Metropolitan region, the DVIC collaborates on a regular basis with the fusion centers in Pennsylvania, which are the state and primary center-Pennsylvania Criminal Intelligence Center (PaCIC) and the Western Pennsylvania All Hazards Fusion Center (WPAHFC) as well as with our regional fusion centers - the New Jersey Regional Operations Intelligence Center (ROIC), the Delaware Information and Analysis Center (DIAC) and the Maryland Coordination and Analysis Center (MCAC).
